Seventeen rows, and they do not all end in an answer. Seven systems are high risk through the list of uses. Two more arrive through product legislation and neither is settled. Six are not high risk. One row asks whether the thing is an AI system at all, and one is an entity with no systems recorded against it.
System and entity | Route in | Meridian's role | Settled? | |||
|---|---|---|---|---|---|---|
Arbiter. Meridian Financial Services Ltd, and Meridian Financial Services GmbH for the Frankfurt pilot | Point 5(b), creditworthiness evaluation and credit scoring | Deployer | Category settled. The provider is not. Corvid say part of the scoring library is licensed from a party they will not name, and will not say where it is established | |||
Pricewise Life. Meridian Protect Ltd | Point 5(c), risk assessment and pricing in life and health insurance | Provider and deployer. Built in-house | Category settled. Whether it is live is not. The register says non-production, the record of processing says live processing of health data | |||
Talentflow Screen. Talentflow Ltd | Point 4, employment: Filtering applications and evaluating candidates | Provider, and also deployer, because Group HR run it on the careers site on the same production instance | Settled | |||
Talentflow Interview. Talentflow Ltd | Point 4, the same limb | Provider | Settled |

System and entity | Route in | Meridian's role | Settled? |
|---|---|---|---|
Pulse. Entity contested | Point 4, employment: Monitoring and evaluating workers | Deployer | Category settled. The entity is not. HR say IT own it, IT say HR, Group Services pay |
Proctor360. Meridian Group plc | Point 3, education: Monitoring prohibited behaviour during tests | Deployer | Not settled. A prohibition question sits above the classification. See judgement four |
Attend. Meridian Gulf FZ-LLC at Dubai, Group Services at Leeds | Point 1, biometrics, on the configuration as run. One to one verification is excluded from that point. One to many search is not | Deployer at both sites | Not settled. See judgement five |

System and entity | Route in | Meridian's role | Settled? |
|---|---|---|---|
Wellcheck. Meridian Health Solutions Ltd | The medical devices legislation on Annex I, if both limbs hold | Provider | Not settled, and the largest open question on the table. No regulatory classification of the product has ever been carried out, by anybody. I would need a documented determination of intended purpose and a device classification |
Sortline. Meridian Group Services Ltd | The machinery legislation on Annex I, if both limbs hold | Deployer. Kessler is manufacturer and provider | Not settled. See judgement three |

Not high risk. Every row here is settled except the last.
System and entity | Why it is out | Meridian's role |
|---|---|---|
Pricewise. Meridian Protect Ltd | Motor and home. Point 5(c) needs the line of business as well as the activity | Provider and deployer |
Claimsight. Meridian Protect Ltd | Claims handling on motor and home. Neither condition of point 5(c) holds | Deployer |
Sentinel. Meridian Protect Ltd | Insurance claims fraud detection is nowhere on the list, and the one point that might have caught it carves fraud detection out expressly | Deployer |
Hazel. Meridian Financial Services Ltd | No point covers a servicing assistant. What a person interacting with it must be told is a separate duty | Deployer |
Echo. Meridian Financial Services Ltd, Marketing | Summarising reviews into website copy is not on the list | Provider. Built in-house on Hazel's account and key, put into service under Meridian's own name |
The Kraków workflow. Entity unknown | Drafting customer replies is not on the list. What is not settled is the entity. Nobody knows which group company employs the team, so nobody can say whether there is a deployer established in the Union | Deployer, if any Meridian entity is |

Nexus underwriting rules engine. Meridian Protect Ltd | Cannot be classified until a prior question is answered: Whether it is an AI system at all. The definition turns on whether it infers. The register tags it as AI. The engineering wiki calls it rules written in 2011. Record the disagreement, do not delete the row |
Meridian Protect Europe DAC. Dublin | No system is recorded against this entity anywhere. Two hundred and sixty people write the European insurance book from an establishment in the Union, and the footprint file leaves the row blank. You cannot classify what nobody has listed |

Classification and reach are two questions and the table answers only the first. On this evidence four systems have a European Union nexus.
Arbiter, because the Frankfurt pilot has run since 2024 and the German entity uses the output on applicants there.
Screen and Interview, because they are placed on the Union market in Ireland, Germany and the Netherlands.
Pulse, because it is configured for all employees of all nine entities, which takes in the 95 people in Frankfurt and the works council agreement concluded there in November 2024.
Wellcheck is a fifth if its Irish clients and the client workforces in Spain and Poland put its output in the Union, and nobody records where client employees are.
Everything else is a United Kingdom or United Arab Emirates deployment with its output landing in the same place, and saying so is part of the answer rather than a way of avoiding it.
It is out, and that is not a reason to relax. Handlers accept the fast-track recommendation about ninety four times in a hundred, and the Claims Operations Director has put in writing that she would not call that a human reviewing the decision.
That is a consumer outcomes problem, not a high risk classification, and saying otherwise would cost you the reader.

Pricewise and Pricewise Life run on the same platform, are owned by the same person and were built by the same team.
Point 5(c) has two conditions and both must hold: The activity must be risk assessment or pricing, and the line of business must be life or health insurance.
Pricewise has the activity and the wrong line of business. It prices motor and home, and nothing on the list reaches it. Pricewise Life has both, so it is in.
Do not reach for the filter that takes a listed system back out. It shuts where the system profiles natural persons, and individual underwriting from a health questionnaire is profiling.
Over-classifying Pricewise is not the safe option. It buries the one that matters.
Screen and Interview are built by Talentflow Ltd and sold to other businesses, which makes Meridian their provider rather than their deployer. The two lists are not versions of each other.
The deployer list is about using a system properly once it has arrived. The provider list is about getting it lawfully to market and keeping it lawful there: Risk management, data governance, technical documentation, logging, instructions for use, human oversight, accuracy and robustness, a quality management system, the conformity assessment, the declaration, the marking, registration and post market monitoring.
The committee paper of 9 September 2026 says Meridian is a deployer, not a provider, and that exposure is low. One sentence of the March 2025 acquisition undoes both halves.

Sortline does not reach the Act through the list of uses. It reaches it, if it reaches it, through the product route, and that route has two limbs. The AI system must be a safety component of a product covered by the listed product legislation, or such a product itself, and that product must undergo third party conformity assessment.
The machinery legislation is on the list. Neither limb is established here. The safety impact assessment on change record CHG0029877 states that adaptive pick optimisation does not touch the safety functions, which if right removes the first limb. Kessler's sales email of 14 April 2025 says the marking covers the software and nothing further is needed.
That is the claim to test, not to accept.
Proctor360 sits on point 3 for monitoring behaviour during tests, and that is the easy part. Flag F8 returns a per session attention and composure indicator derived from head position, facial movement, blink rate and voice characteristics, and flags the outer decile.
Inferring the emotions of a person in the workplace and in education institutions is prohibited, with an exception only for medical or safety reasons. If F8 infers an emotional state, no amount of classification work helps, because the answer is stop rather than comply.
If it reports a plainly visible physical state, it does not. Nobody at Meridian can say which. F3 and F8 together produced seventy one per cent of all flags raised.

Sekura's instructions for use give the intended purpose as one to one verification at a door, and verification of that kind is excluded from the biometrics point. The Dubai commissioning record shows one to many search enabled against the site template set, and the Leeds installation sheet records the configuration as copied from the Dubai site profile.
The configuration decides this, not the brochure. Location decides the rest. Both sites sit outside the Union, so the Act does not reach either on this evidence. What does reach Leeds is the supplier's own condition 5.1, a site assessment before each site is brought into use. Leeds requested no acceptance test and holds no assessment.

Interview is the more troubling system. It scores speech rate and pause distribution, eight of its twelve customers reject candidates below a score automatically, Talentflow has never told them so, and the published model card claims two hundred thousand interviews where the datasheet records four thousand one hundred and twelve, from three customers in one sector in one country.
But exposure is role, reach and population, not how uncomfortable a system makes you.
Screen is on the Union market in three member states against Interview's two, it scored four hundred and eighty six thousand applications in eleven months, and Meridian is its provider and its deployer at once.

One document, drawn up before the system reaches the market, covering the design, the data, the metrics, the foreseeable risks, the oversight measures and the monitoring plan.
Screen has no model card at all. What exists is a one page FAQ maintained by Sales and a feature file in a repository.
The training, validation and test sets have to be examined for bias and the examination written down. The December 2025 run inferred sex from forename lists, reports ethnicity as not measurable, and carries no confidence interval and no breakdown by customer, sector or role family.
The minute reads "within four fifths, no action". Nobody has looked at which of the two hundred and fourteen remaining features move with the characteristics dropped at ingestion, and commute_distance_km is still in the set with an action to look at it and no owner.
The customer pack is what a customer configures the system from. Issue 7 says testing found no adverse impact on any protected group, with every selection ratio within the four fifths rule.
The internal note of 11 March 2026 says ethnicity was not inferred at all. A deployer cannot meet its own duties on a document that says more than the test did.

Point 4 goes to the assessment based on internal control, so no notified body is involved and this is work Talentflow can do itself.
None of it has started. Underneath sits a question nobody has asked: Talentflow Ltd is incorporated in England and Wales and operates from Manchester and Dublin, and whether the Dublin site is an establishment in the Union decides whether an authorised representative is needed.
Screen retrains quarterly through a manual promotion gate, which is more discipline than Interview has.
What is missing is the system around it: No owner for the fairness work, no change control reaching the feature set, and a Meridian tenant configured in April 2025 that nobody in Talentflow has been asked about since.

A model at 246 words.
You asked for the analysis behind a view on the Act. Three places where I would not want us to be asked the question first.
Talentflow. Talentflow Ltd builds Screen and Interview and sells them to around forty customers, five in Ireland, three in Germany, two in the Netherlands. That makes a Meridian company the provider of a high risk system placed on the Union market, under Annex III point 4. Provider duties are the long list, not the short one. Customer pack TF-SALES-SCR-11 issue 7, January 2026, states that testing found no adverse impact on any protected group. Internal note TFML-NOTE-2026-03, 11 March 2026, records that ethnicity was not inferred and the run reports it as not measurable. Those two sentences describe the same test.
Sortline. Declaration of conformity KS-DOC-2400-0871, 4 June 2025, covers build configuration KS-2400/2025-06 with control software 2.4.1. Change record CHG0029877 shows release 2.6.0 applied remotely on 18 May 2026, enabling a function that updates the machine's behaviour from operator corrections. The safety assessment on that record says no re-assessment required. The declaration no longer describes the machine.
Kraków. Clause 5 and schedule 3 of MG-CON-2025-02, 1 February 2025, limit performance of the services to the Dubai office. Clause 6 prohibits agency workers without written approval. Clause 9 prohibits processing outside the United Arab Emirates. Twelve agency workers in Poland handle the overnight email queue.
Could I have an hour with you and Daniel Okonjo. One decision: who owns the Talentflow position.

Every item is a document reference, a date and a consequence, which is the register Marcus Whitfield acts in. It never uses the word responsible.
It puts the item he owns first, and asks for one decision rather than a mandate, because a decision is something a General Counsel can give you in an hour.
It explains the Act. It argues that Meridian should act because it is the right thing to do. It asks him to stop Talentflow selling, which is not his to stop and not yours to ask.

Score yourself on each criterion. Be strict.
Score | Description | |
|---|---|---|
Yes | Every system on the inventory has a row. Each category is reached through a named route rather than asserted. The two insurance systems are separated on the two conditions. The systems Meridian provides are marked as such. The product route is used where it applies, and the prohibition question is raised above the classification rather than inside it | |
Nearly | The categories are largely right but the route is missing, so the table records conclusions nobody can check. Or Annex III is applied to everything and the product route is never used | |
Not yet | Systems are sorted by how worrying they feel. Or the table is shorter than the inventory, because the rows that could not be decided were left off |

Score | Description | ||
|---|---|---|---|
Yes | The unsettled systems are named, with the reason and with what would settle them. Wellcheck is open on the device question rather than closed either way. Sortline is open on both limbs. F8 is open on what it infers. Reach is answered separately from classification, and the entity with no systems recorded against it is noticed | ||
Nearly | The open questions are marked open but without what would close them, so the table records doubt rather than work. Or reach is folded into classification and the two answers blur | ||
Not yet | Every row carries a confident answer. Or Wellcheck is settled either way on a marketing claim or on an intended use statement, without noticing that the two contradict each other |

Yes | Provider and deployer are used as roles carrying different duties rather than as labels. The five missing things are things the Act requires, each set against the evidence standing in its place. The note is within 250 words, gives a provision, a date and a consequence for each item, and asks for one decision |
Nearly | The role is right and the obligations are a general list rather than five specific absences. Or the note is accurate and argues from principle, the one register that will not move him |
Not yet | Meridian is a deployer throughout. Or the note asks the General Counsel to stop something, which is not his to stop and not yours to ask |

Week 19 turns this table into the board paper that reaches Dr Ostrowski, and the rows she will ask about are the ones marked not settled.
The capstone asks you to build the programme that closes them, in an organisation with no budget line, no committee and one person doing the job.
Keep this work. It is the last thing you will be asked for.
